Enhancing Project Preparation and Financing for Tanzania’s Strategic Public Projects

Background

The Tanzania Investment Growth Facility (TIGF), hosted by the Economic and Social Research Foundation (ESRF) and supported by UNDP Tanzania, serves as a dedicated platform to strengthen project preparation, mobilize capital, and fast-track investment into Tanzania’s priority development sectors.

 

Tanzania has an ambitious pipeline of infrastructure, tourism, conservation, and industrial projects aligned with the Five-Year Development Plan and Dira 2050. However, the journey from concept to investment-ready project often faces bottlenecks in technical preparation, financing structuring, and cross- institutional coordination.

 

This workshop aims to bridge these gaps by bringing together key ministries, project promoters, domestic financiers, and development partners for targeted capacity building. By aligning institutional processes with investor expectations, Tanzania will be better positioned to unlock both domestic and international capital for transformative projects.

Workshop Objectives

Strengthen technical capacity of government agencies and project promoters to prepare bankable projects that meet investor and lender requirements.

Harmonize institutional processes across planning, finance, and project-promoting agencies to streamline approvals and due diligence.

Enhance financial literacy on concessional, blended, and domestic financing instruments applicable to public projects.

Facilitate dialogue between project promoters, domestic financiers, and development partners to foster innovative financing structures.

• TANAPA+NCAA selected projects for targeted investor pitches at upcoming international platforms, with a focus on the Africa Investment Summit (London, October 2025).
